To evaluate civil defence preparedness in the country, the Centre (Delhi) asked the state to conduct a mock drill on 07-05-2025. There will be a Civil Defence Exercise and Rehearsal across 244 Civil Defence Districts of the country. A village-level exercise has been decided to conduct. The Civil Defence is aimed at assessing the operational efficacy and coordination of various Civil Defence measures.

In a mock drill, there will be the Air Raid Warning System (ARWS), operationalisation of Hotline or Radio Communication Links with the Indian Air Force, and will final check on the functionality of the Control Room. In case of a hostile attack, training will be conducted for civilians and students on the civil defence aspects to protect themselves. The most important thing that is included in this mock drill is the provision of crash blackout measures, provision for early camouflaging of vital installations, update of the evacuation plan, and its rehearsal. The focus of this mock drill is to enhance the readiness of the Civil Defence Mechanisms across all States and Union Territories. Across the country, NCC cadets are fully geared up to take part in this exercise.

Working of Civil Defence Mock Drill:
Planning and Coordination: Major authorities in a state, such as District Magistrates and Local Authorities, in most cases, choose participants and organise the drill with different agencies such as Civil Defence, Police, Fire Authorities, Health Agencies, Volunteers, and students.
Activation of Warning System: Testing of the siren on air raid warning, so that when it blows, people respond to it properly.
Evacuation Drills: Civilians (people) are trained to evacuate to shelters or bunkers, particularly at exposed or border locations.
Training Sessions: Practical training is provided in terms of safety procedures, first aid, and emergency evacuation to civilians, pupils, and volunteers.
Protection of Critical Installations: Governments simulate the ability to promptly camouflage or fortify key installations such as hospitals, power stations, and military bases.
Assessment and Reporting: Following the exercise, officials review what was done well, where the gaps were, and provide reports for enhancements.
In short:

Sudden blackouts or instructions to switch off lights
Evacuation or movement to safe areas/bunkers
Participation of local officials, volunteers, students, and emergency services
Training on emergency procedures and first aid
Coordination among various government agencies
Rehearsal of communication systems and control rooms
